FUHSD Transition to Elections by Trustee Area - November Updates

 

Fremont Union High School District (FUHSD), which covers all of Cupertino, the majority of Sunnyvale, and parts of San Jose, Saratoga and Los Altos, has begun the process to transition to Trustee Area elections, aka district-based elections.  In the future, FUHSD Board members will be elected by voters in geographic trustee areas, instead of by all District voters.  The goal of this process is to have trustee areas in place in time for the November 5, 2024 election.

 

The district is establishing a Community Trustee Area Districting (CTAD) Commission to help gather and synthesize community input during the districting process. Applications for the commission were due at the end of October. The first CTAD Meeting will be on Monday, November 27, 2024.

 

While the Commission is being formed, the district has also posted 4 sets of draft maps for the community to comment on, and is planning to make a mapping tool available to the public in November.  Please refer to the FUHSD District Website for the latest information about this transition:

Finally, please keep in mind, this process is about changing how Board members are elected, it is NOT a change in in the boundaries for school attendance areas.

Fremont Union High School District: Transitioning from at Large to District Elections - Update

 

As we mentioned last month, Fremont Union School District (FUHSD)  is moving from selecting trustees thru at large elections to selecting trustees by districts.

 

District election have many benefits including:

 
  1. Better Representation: By-district elections can ensure that every part of the district is represented.
  2. Increased Diversity: At-large elections can sometimes favor a dominant community, ethnic group, or socioeconomic class. By-district elections can increase the chances of minority communities or underrepresented groups having a voice in governance.
  3. Reduced Campaign Costs: Running a campaign in a smaller district can be less expensive than running a citywide or jurisdiction-wide campaign. This can lower the financial barriers to entry and allow more candidates to participate in the electoral process.
  4. More Direct Accountability: With by-district elections, representatives are accountable to a specific set of constituents. This can make it easier for voters to voice concerns and hold their elected officials responsible.

The Community Trustee Area District Committee, aka CTAD is in the process of being created. Applications have been submitted and the nominating committee is reviewing them to appoint the committee members.  The CTAD is a community advisory committee that will work with the residents on designing the maps. CTAD will have access to the expertise of the attorney and demographers to create maps that conform with all the legal requirements. Ultimately the CTAD will make a recommendation on how the FUSHD Districts should be drawn.

 

How do you get involved? Mapping Tool coming soon!  FUHSD has invested in a mapping tool the community members and CTAD committee can use to draw maps.  FUHSD has also provided some maps as a starting point for the community to use as they begin drawing maps. There will be live and recorded training so groups can start working on and submitting the maps. Keep an eye on their website at FUHSD.org/CTAD.

 

So, if you would like to get involved, once the mapping tool is available, please learn how to use the mapping tools and start drawing and submitting your proposed maps. Please contact us if you know any groups that need assistance with drawing the maps and providing their input. We can be reached at fuhsd_districting@lvvcs.org.

 

Election Day 

Election day is Nov 7, 2023. While Sunnyvale and Cupertino do not have any elections, you may want to check out the ROV (Registrar of Voters) website at https://sccvote.sccgov.org/elections/november-7-2023-special-election for more information.

 

Fun Fact

On November 1, 1848, the first medical school for women opened in Boston. The Boston Female Medical School was founded by Samuel Gregory with just twelve students. In 1874, the school merged with the Boston University School of Medicine, becoming one of the first co-ed medical schools.

FUHSD has posted 4 sets of draft maps and a public input questionnaire at this webpage: https://www.fuhsd.org/newsroom/trustee-areas These conceptual maps were discussed at the Oct. 17 FUHSD Board of Trustees Meeting, Item 8.2. Public Hearing: Input Regarding Composition of Trustee Areas, in order to receive public input.
 
The Board Packet for the Oct. 17 Meeting contains the presentation by the consultants. In addition, there is an accompanying audio recording for this meeting, with Item 8.2 starting at approximately 46 minutes. Scroll down to the bottom of the page for the most recent meeting. Note that both Cupertino and Sunnyvale are too large to fit into single districts, as there can be no more than a 10% population variance between districts.”

It's LWVCS Voter Service Time Again!

 

2024 Voter Service Kickoff Meeting, Thursday, November 9, 7:30pm via Zoom!

 

It's time to start planning for the 2024 elections.  California will hold primary elections on March 5, 2024 and the General Election is November 5, 2024.  

 

LWVCS is planning to host candidate forums and prepare Pro Con presentations as needed for these elections. The purpose of this meeting is to bring together members who want to help us plan and execute these activities.  There are a variety of tasks that need to be completed, and we definitely need your help.

Letter to VTA:
 

Dear Chairperson Burt and Members of the VTA Board of Directors:

 

The League of Women Voters advocates for public transportation to be efficient, convenient, cost effective, equitable to all segments of the population and, in general, effective alternatives to reduce vehicle miles travel to address the climate crisis.

 

As such, we write in support of the inclusion of the Visionary Network into the draft project list for Valley Transportation Plan 2050. Increased service levels on bus and light rail means the public can rely on frequency of service and short connection wait times. This type of envisioned service would attract commuters out of cars and make it less difficult for those without cars to have safe, reliable ways to get around. In doing so, VTA can provide a more attractive system for the general public and meet service levels comparable to peer agencies.

 

We thank VTA staff for their continued work to implement this vision.

This is your second opportunity to learn about the proposed 2024 BAHFA ballot measure from Director Hartley and an opportunity to provide your insights and analysis.

During our November board meeting, the League of Women Voters Bay Area will decide whether to take a preliminary step regarding BAHFA,the Bay Area Housing Finance Authority’s housing bond measure. The LWVBA board plans to closely follow the work of various MTC/ABAG committees over the next few months. The first meetings begin in January with details on BAHFA’s full Business and Expenditure Plans and the Resolution to place the bond on county ballots.

Additional educational forums with opportunities for your input are planned for early 2024 prior to any final decision to support the ballot measure.     Gracie award- winning Cuban journalist and speaker Liz Oliva Fernandez "Liz" is on a U.S. national tour of major universities and other event sites.  She is presenting two of her newest films, Uphill on the Hill and Hardliner on the Hudson in collaboration with Belly of the Beast, a non-profit, 501(c)(3) U.S. media company. In Uphill on the Hill, Liz exposes the political interests driving the U.S. government's Cold War-era policy toward Cuba.

    In Hardliner on the Hudson, Liz goes to Union City, New Jersey, where she looks into the murky past of Senator Bob Menendez and reveals how he became the de facto powerbroker for Biden's Cuba policy.

    In 2020, internationally renowned filmmaker Oliver Stone and progressive actor Danny Glover worked with Liz on the film, "War on Cuba" about the adverse effect(s) of the 63 year-old U.S. Blockade on the Cuban people, and the U.S. population, and that, despite that,, during the Covid-19 pandemic, Cuba developed five Covid-19 vaccines and vaccinated their entire population, continued to send volunteer medical teams such as the Henry Reeve Brigade, which was nominated for the Nobel Prize throughout the world, for example, to Italy, to provide medical care, and maintained its leadership in implementing environmental sustainability through its Tarea Vida program. (For example, Cuba has the cleanest coral reefs in the world and has worked with the Environmental Defense Fund in this.)
